                         Amended Summary
  Prescribes trade practices that are unlawful in transaction
involving manufactured dwelling.   { - Creates remedy for
unlawful practice involving manufactured dwelling. Makes false or
misleading representation about loan in close connection with
sale of goods unlawful. - }
  Excludes from definition of collection agency any person
excluded by order or rule of Director of Department of Consumer
and Business Services based on specified criteria.

  Your Conference Committee to whom was referred B-engrossed
House Bill 3917, having had the same under consideration,
respectfully reports it back with the recommendation that the
House concur in the Senate amendments dated June 19 and that the
bill be amended as follows and repassed.
 
  On page 1 of the printed B-engrossed bill, line 2, delete '
646.608,'.
  On page 2, after line 3, insert:
  '  { +  SECTION 2. + }  { + Section 1 of this 2001 Act is added
to and made a part of ORS 646.605 to 646.652. + } ' .
  In line 4, delete '2' and insert '3'.
  In line 41, delete '3' and insert '4'.
  On page 4, line 29, after 'in' insert 'close' and delete '
goods' and insert 'a manufactured dwelling'.
  Delete lines 41 through 45 and delete page 5.
  On page 6, delete lines 1 through 35.
  On page 9, delete lines 24 and 25 and insert:
  '  { +  SECTION 6. + } Section 1 of this 2001 Act and the
amendments to ORS 646.605 and 646.638 by sections 3 and 4 of this
2001 Act apply to conduct occurring on or after the effective'.
