A BILL FOR AN ACT
Relating to state finance; appropriating money; and declaring an
emergency.
Be It Enacted by the People of the State of Oregon: + }
SECTION 1. { + There is appropriated to the Department of
Transportation, for the biennium beginning July 1, 2001, out of
the moneys paid to this state by United States tobacco products
manufacturers under the Master Settlement Agreement of 1998, the
amount of $921,000 to be used for transportation of the elderly
and disabled. + }
SECTION 2. { + There is appropriated to the Commission for the
Blind, for the biennium beginning July 1, 2001, out of the moneys
paid to this state by United States tobacco products
manufacturers under the Master Settlement Agreement of 1998, the
amount of $120,000 to be used to continue existing programs. + }
SECTION 3. { + There is appropriated to the Health Division of
the Department of Human Services, for the biennium beginning July
1, 2001, out of the moneys paid to this state by United States
tobacco products manufacturers under the Master Settlement
Agreement of 1998, the amount of $15,000,000 to be distributed to
counties to increase county health department capacity and
improve communicable disease services. Moneys appropriated under
this section shall be distributed by the division in the manner
provided in ORS 431.380. + }
SECTION 4. { + There is appropriated to the Mental Health and
Developmental Disability Services Division of the Department of
Human Services, for the biennium beginning July 1, 2001, out of
the moneys paid to this state by United States tobacco products
manufacturers under the Master Settlement Agreement of 1998, the
amount of $15,000,000 to be distributed to counties to provide a
comprehensive system of mental health care and to ensure that
necessary specialty and crisis services and local infrastructure
will be available for each county. + }
SECTION 5. { + This 2001 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2001 Act takes effect July 1,
2001. + }
