SUMMARY

Appropriates moneys from General Fund to Department of
Veterans' Affairs for biennial expenses.
Excludes debt service and certain property-related costs from
expenditure limitations.
Subjects agency to Oregon Department of Administrative Services
allotment process.
Declares emergency, effective July 1, 2001.
A BILL FOR AN ACT
Relating to the financial administration of the Department of
Veterans' Affairs; appropriating money; limiting expenditures;
and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + There is appropriated to the Department of
Veterans' Affairs, for the biennium beginning July 1, 2001, out
of the General Fund, the amount of $2,531,848 for payment of
expenses for services to veterans. + }
SECTION 2. { + Notwithstanding any other law, the amount of
$39,256,908 is established for the biennium beginning July 1,
2001, as the maximum limit for payment of expenses for
administration, grants and services supplied to veterans from the
Oregon War Veterans' Bond Sinking Account and the Miscellaneous
Receipts Account of the Department of Veterans' Affairs. + }
SECTION 3. { + Section 2 of this 2001 Act does not limit,
affect or apply to expenditures for debt service and for loans to
veterans, nor to payments for property taxes, city liens, fire
insurance, mortgage cancellation insurance, professional services
and related costs associated directly with bond sales, and
repairs and miscellaneous charges to borrower-owned property,
which are charged to the loan account and repaid along with the
payment of loan interest and principal. + }
SECTION 4. { + Notwithstanding any other law, all sections of
this 2001 Act are subject to Oregon Department of Administrative
Services rules related to allotting, controlling, and encumbering
funds. + }
SECTION 5. { + This 2001 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2001 Act takes effect July 1,
2001. + }
