                             AN ACT
 
 
Relating to the financial administration of the Oregon State Fair
  and Exposition Center; appropriating money; limiting
  expenditures; and declaring an emergency.
 
Be It Enacted by the People of the State of Oregon:
 
  SECTION 1.  { + There is appropriated to the Oregon State Fair
and Exposition Center, for the biennium beginning July 1, 2001,
out of the General Fund, the amount of $1,492,452. + }
  SECTION 2.  { + Notwithstanding any other law, the amount of
$2,244,212 is established for the biennium beginning July 1,
2001, as the maximum limit for payment of expenses from lottery
moneys allocated from the Administrative Services Economic
Development Fund to the Oregon State Fair and Exposition Center
for debt service. + }
  SECTION 3.  { + Notwithstanding any other law, the amount of
$10,178,143 is established for the biennium beginning July 1,
2001, as the maximum limit for payment of expenses from fees,
moneys or other revenues, including Miscellaneous Receipts, but
excluding lottery funds and federal funds, collected or received
by the Oregon State Fair and Exposition Center. + }
  SECTION 4.  { + Within the amount listed in section 3 of this
2001 Act, an amount not to exceed $1,877 may be expended for
Special Entertainment and Promotion. + }
  SECTION 5.  { + Section 3 of this 2001 Act does not limit,
affect or apply to expenditures for debt service to retire
revenue bonds and certificates of participation. + }
  SECTION 6.  { + Notwithstanding any other law, all sections of
this 2001 Act are subject to Oregon Department of Administrative
Services rules related to allotting, controlling, and encumbering
funds. + }
  SECTION 7.  { + This 2001 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2001 Act takes effect July 1,
2001. + }
