                             AN ACT
 
 
Relating to the financial administration of the Division of State
  Lands; appropriating money; limiting expenditures; and
  declaring an emergency.
 
Be It Enacted by the People of the State of Oregon:
 
  SECTION 1.  { + There is appropriated to the Division of State
Lands, for the biennium beginning July 1, 2001, out of the
General Fund, the amount of $33,727 for the Natural Heritage
Advisory Council. + }
  SECTION 2.  { + Notwithstanding any other law, the following
amounts are established for the biennium beginning July 1, 2001,
as the maximum limits for the payment of expenses from fees,
moneys or other revenues, including Miscellaneous Receipts, but
excluding lottery funds and federal funds, collected or received
by the Division of State Lands, for the following purposes: + }

  SECTION 4.  { + Notwithstanding any other law limiting
expenditures of the Division of State Lands for the payment of
expenses from fees, moneys or other revenues, including
Miscellaneous Receipts, but excluding lottery funds and federal
funds, collected or received by the Division of State Lands for
the biennium ending June 30, 2001, the limitation on expenditures
established by section 3, chapter 635, Oregon Laws 1999, for
Common School Fund programs, as modified by Emergency Board
action, is increased by $50,000. + }
  SECTION 5.  { + Section 2 (3) of this 2001 Act does not limit,
affect or apply to expenditures for distribution of interest
earnings on the Common School Fund to counties for apportionment
among the school districts of the county, unclaimed property
finders fees or State Treasurer charges for investment related
transactions. + }
  SECTION 6.  { + Notwithstanding any other law, all sections of
this 2001 Act are subject to Oregon Department of Administrative
Services rules related to allotting, controlling, and encumbering
funds. + }
  SECTION 7.  { + This 2001 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2001 Act takes effect July 1,
2001. + }
