AN ACT
Relating to the financial administration of the legislative
branch agencies; appropriating money; limiting expenditures;
and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + There are appropriated to the Legislative
Administration Committee, for the biennium beginning July 1,
2001, out of the General Fund, the following amounts for the
expenses of the Legislative Administration Committee, which may
be expended for the following purposes: + }

SECTION 2. { + Notwithstanding any other law, the amount of
$1,826,984 is established for the biennium beginning July 1,
2001, as the maximum limit for payment of expenses from fees,
moneys or other revenues, including Miscellaneous Receipts, but
excluding lottery funds and federal funds, collected or received
by the Legislative Administration Committee. + }
SECTION 3. { + Section 2 of this 2001 Act does not limit,
affect or apply to expenditures for the Stores Revolving Account
or supplies for resale. + }
SECTION 4. { + There is appropriated to the Legislative
Assembly, for the biennium beginning July 1, 2001, out of the
General Fund, the sum of $15,909,598 for payment of the expenses
of the Seventy-first Legislative Assembly of the State of
Oregon. + }
SECTION 5. { + (1) There is appropriated to the Legislative
Assembly, for the biennium beginning July 1, 2001, out of the
General Fund, the sum of $10,059,174 for payment of the expenses

of the Seventy-second Legislative Assembly of the State of
Oregon.
(2) In addition to and not in lieu of any other appropriation,
including the appropriation made by section 4 of this 2001 Act,
any difference between the amount appropriated by section 22 (1),
chapter 910, Oregon Laws 1999, and the amount actually expended
within the appropriation on or before June 30, 2001, shall be
considered as an appropriation for payment of expenses of the
Seventy-first Legislative Assembly. + }
SECTION 6. { + Notwithstanding any other law, the amount of
$193,102 is established for the biennium beginning July 1, 2001,
as the maximum limit for the payment of expenses from fees,
moneys or other revenues, including Miscellaneous Receipts, but
excluding lottery funds and federal funds, collected or received
by the Legislative Assembly of the State of Oregon. + }
SECTION 7. { + Section 6 of this 2001 Act does not limit,
affect or apply to expenditures from the Lounge Revolving
Account. + }
SECTION 8. { + There is appropriated to the Legislative
Counsel Committee, for the biennium beginning July 1, 2001, out
of the General Fund, the amount of $5,836,547. + }
SECTION 9. { + Notwithstanding any other law, the amount of
$506,493 is established for the biennium beginning July 1, 2001,
as the maximum limit to be paid from the ORS Revolving Account
for the payment of legal costs connected with the editing of
Oregon Revised Statutes. + }
SECTION 10. { + Notwithstanding any other law, the amount of
$1 is established for the biennium beginning July 1, 2001, as the
maximum limit for payment of expenses from fees, moneys or other
revenues, including Miscellaneous Receipts, but excluding lottery
funds and federal funds, collected or received by the Legislative
Counsel Committee from state agencies or other offices for bill
drafting and any other legal services authorized or required by
law to be rendered by the Legislative Counsel Committee,
including duties under ORS 183.710 to 183.725, provided pursuant
to policies established by the Legislative Counsel Committee. + }
SECTION 11. { + Section 9 of this 2001 Act does not limit,
affect or apply to expenditures for legislative publications and
printing and distribution of Oregon Revised Statutes. + }
SECTION 12. { + There is appropriated to the Legislative
Fiscal Officer, for the biennium beginning July 1, 2001, out of
the General Fund, the amount of $3,780,839. + }
SECTION 13. { + There is appropriated to the Legislative
Revenue Officer, for the biennium beginning July 1, 2001, out of
the General Fund, the amount of $1,422,986. + }
SECTION 14. { + There is appropriated to the Commission on
Indian Services, for the biennium beginning July 1, 2001, out of
the General Fund, the amount of $326,338. + }
SECTION 15. { + Notwithstanding any other law, the amount of
$5,786 is established for the biennium beginning July 1, 2001, as
the maximum limit for payment of expenses from fees, moneys or
other revenues, including Miscellaneous Receipts, but excluding
lottery funds and federal funds, collected or received by the
Commission on Indian Services. + }
SECTION 16. { + Notwithstanding any other law, the amount
appropriated to the Legislative Revenue Officer, out of the
General Fund, by section 30, chapter 910, Oregon Laws 1999, for
the biennium beginning July 1, 1999, is reduced by $100,000. + }
SECTION 17. { + This 2001 Act being necessary for the
immediate preservation of the public peace, health and safety, an

emergency is declared to exist, and this 2001 Act takes effect
July 1, 2001. + }
