Limits biennial expenditures from fees, moneys or other
revenues, including Miscellaneous Receipts, excluding lottery
funds and federal funds, collected or received by Public Utility
Commission of Oregon.
Limits biennial expenditures of commission from federal funds.
Excludes from expenditure limitations certain specified
programs.
Subjects commission to Oregon Department of Administrative
Services allotment process.
Declares emergency, effective July 1, 2001.
A BILL FOR AN ACT
Relating to the financial administration of the Public Utility
Commission of Oregon; limiting expenditures; and declaring an
emergency.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + Notwithstanding any other law, the following
amounts are established for the biennium beginning July 1, 2001,
as the maximum limit for payment of expenses from fees, moneys or
other revenues, including Miscellaneous Receipts, but excluding
lottery funds and federal funds, collected or received by the
Public Utility Commission of Oregon:
(1) For direct program costs of the electric and natural gas
division as follows:
(a) For activities related to electric utilities, $3,186,500.
(b) For activities related to natural gas utilities,
$1,316,636.
(2) For direct program costs of the telecommunications
division, $2,973,153.
(3) For direct program costs of the water program, $554,223.
(4) For direct program costs of the Residential Service
Protection Fund programs, $9,595,362.
(5) For the costs of providing program support through the
hearings section, consumer services section, economic research
and financial analysis services and indirect regulatory
operations, $9,007,420.
(6) For the costs of all other programs, including commission,
management, central and administrative services, $5,035,611. + }
SECTION 2. { + Notwithstanding any other law, the amount of
$290,904 is established for the biennium beginning July 1, 2001,
as the maximum limit for the payment of expenses from federal
funds collected or received by the Public Utility Commission of
Oregon. + }
SECTION 3. { + Section 1 of this 2001 Act does not limit,
affect or apply to expenditures for the Oregon Universal Service
Fund. + }
SECTION 4. { + Notwithstanding any other law, all sections of
this 2001 Act are subject to Oregon Department of Administrative
Services rules related to allotting, controlling, and encumbering
funds. + }
SECTION 5. { + This 2001 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2001 Act takes effect July 1,
2001. + }
