CHAPTER ................
AN ACT
Relating to state financial administration; limiting
expenditures; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + Notwithstanding any other law, the amount of
$26,239,395 is established for the biennium beginning July 1,
2001, as the maximum limit for payment of expenses by the Oregon
Watershed Enhancement Board from lottery funds deposited into the
Watershed Improvement Grant Fund from the Parks and Natural
Resources Fund for capital expenditure projects that implement
section 4b, Article XV of the Oregon Constitution. + }
SECTION 2. { + The project approvals, appropriations and
expenditure limitations in section 1 of this 2001 Act expire on
June 30, 2007, unless otherwise noted or modified by Emergency
Board action or by the Legislative Assembly. + }
SECTION 3. { + Notwithstanding any other law, the amount of
$15,768,023 is established for the biennium beginning July 1,
2001, as the maximum limit for payment of expenses by the Oregon
Watershed Enhancement Board from lottery funds carried forward
from the biennium ending June 30, 2001, in the Watershed
Improvement Grant Fund. + }
SECTION 4. { + The project approvals, appropriations and
expenditure limitations in section 3 of this 2001 Act expire on
June 30, 2005, unless otherwise noted or modified by Emergency
Board action or by the Legislative Assembly. + }
SECTION 5. { + Notwithstanding any other law, all sections of
this 2001 Act are subject to Oregon Department of Administrative
Services rules related to allotting, controlling and encumbering
funds. + }
SECTION 6. { + This 2001 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2001 Act takes effect July 1,
2001. + }
