A BILL FOR AN ACT
Relating to state financial administration; appropriating money;
limiting expenditures; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + There is appropriated to the State Commission
on Children and Families, for the biennium beginning July 1,
2001, out of the General Fund, the amount of $60,192,796. + }
SECTION 2. { + If Senate Bill 5527 becomes law, in addition to
and not in lieu of any other appropriation, there is appropriated
to the State Commission on Children and Families, for the
biennium beginning July 1, 2001, out of the General Fund, the
amount of $1,205,905, for early identification supports and
services. + }
SECTION 3. { + Notwithstanding any other law, the amount of
$21,667,206 is established for the biennium beginning July 1,
2001, as the maximum limit for payment of expenses from fees,
moneys or other revenues, including Miscellaneous Receipts, but
excluding lottery funds and federal funds, collected or received
by the State Commission on Children and Families. + }
SECTION 4. { + Notwithstanding any other law, the amount of
$275,501 is established for the biennium beginning July 1, 2001,
as the maximum limit for payment of expenses from federal funds
collected or received by the State Commission on Children and
Families. + }
SECTION 5. { + In addition to and not in lieu of any other
appropriation, there is appropriated to the Department of Human
Services, for the biennium beginning July 1, 2001, out of the
General Fund, the amount of $1,394,095, for the following
purposes: + }

SECTION 6. { + If Senate Bill 5527 becomes law, in addition to
and not in lieu of any other appropriation, there is appropriated
to the Department of Human Services, for the biennium beginning
July 1, 2001, out of the General Fund, the amount of $11,000,000,
for mental health and alcohol and drug treatment services for
children and families in connection with local early childhood
system services. + }
SECTION 7. { + Notwithstanding any other law limiting
expenditures of the Department of Human Services, the maximum
limit for payment of expenses from federal funds collected or
received by the department established by section 4 (4),
chapter ___, Oregon Laws 2001 (Enrolled Senate Bill 5527), for
the biennium beginning July 1, 2001, is increased by $76,986. + }
SECTION 8. { + Notwithstanding any other law, all sections of
this 2001 Act are subject to Oregon Department of Administrative
Services rules related to allotting, controlling and encumbering
funds. + }
SECTION 9. { + This 2001 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2001 Act takes effect July 1,
2001. + }
