SUMMARY

introduced.
Congratulates City of Portland on 150th anniversary.
CONCURRENT RESOLUTION
Whereas in December 1850, 145 pioneers, recognizing the value
to the Oregon Territory and the significant opportunities for
development in their fast-growing Willamette River community,
petitioned the Territorial Legislative Assembly for a charter of
incorporation for the City of Portland; and
Whereas on January 14, 1851, the Territorial House of
Representatives passed House Bill 29, which provided for the
incorporation of the City of Portland; and
Whereas on January 23, 1851, the Territorial Council passed
House Bill 29, and sent the bill to John P. Gaines, the
Territorial Governor, for his signature; and
Whereas January 23, 2001, marks the 150th anniversary of the
adoption of House Bill 29, which incorporated and chartered the
City of Portland; and
Whereas the City of Portland received its charter eight years
before Oregon became a state in 1859, and was only the second
city, after Oregon City, to receive a charter from the
Territorial Government; now, therefore,
Be It Resolved by the Legislative Assembly of the State of
Oregon:
That we, the members of the Seventy-first Legislative Assembly,
acknowledge the 150th anniversary of the establishment of the
City of Portland, known internationally as the City of Roses, and
congratulate the residents of Portland on this important
milestone.
