To the President of the United States, the Assistant to the
  President for National Security Affairs, the Secretary of
  Defense, the Director of the Federal Bureau of Investigation
  and the Director of Central Intelligence:
  We, your memorialists, the Seventy-first Legislative Assembly
of the State of Oregon, in legislative session assembled,
respectfully represent as follows:
  Whereas David Mankins, Mark Rich and Richard Tenenoff are
Americans who served as missionaries for the New Tribes Mission
in the remote reaches of Latin America; and
  Whereas on January 31, 1993, David Mankins, Mark Rich and
Richard Tenenoff were kidnapped from their homes in Panama and
taken to Colombia; and
  Whereas David Mankins, Mark Rich and Richard Tenenoff are
believed to be the Americans held longest in captivity; and
  Whereas David Mankins, Mark Rich and Richard Tenenoff have
recently been reported to be alive, giving renewed hope of their
return to their spouses and children, who have lived for more
than eight years without knowledge of the captives' safety; and
  Whereas the New Tribes Mission Crisis Management Team should be
commended for its efforts to secure the release of David Mankins,
Mark Rich and Richard Tenenoff; and
  Whereas the Seventy-first Legislative Assembly of the State of
Oregon should pause in its deliberations to note the serious
plight of David Mankins, Mark Rich and Richard Tenenoff, and to
call for their immediate release; now, therefore,
 
Be It Resolved by the Legislative Assembly of the State of
  Oregon:
 
  (1) We call upon the President of the United States, the
Assistant to the President for National Security Affairs, the
Secretary of Defense, the Director of the Federal Bureau of
Investigation and the Director of Central Intelligence to
redouble their efforts to secure the immediate release from
captivity of David Mankins, Mark Rich and Richard Tenenoff.
  (2) A copy of this memorial shall be sent to the President of
the United States, the Assistant to the President for National
Security Affairs, the Secretary of Defense, the Director of the
Federal Bureau of Investigation, the Director of Central
Intelligence and to each member of the Oregon Congressional
Delegation.
