                             SUMMARY
 
The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.
 
  Urges Senate of United States to ratify United Nations
Convention on Elimination of All Forms of Discrimination Against
Women. Urges President of United States and United States
Secretary of State to urge Senate of United States to ratify
convention.
 
                         JOINT MEMORIAL
To the President of the United States, the Senate of the United
  States of America, in executive session assembled, and the
  United States Secretary of State:
  We, your memorialists, the Seventy-first Legislative Assembly
of the State of Oregon, in legislative session assembled,
respectfully represent as follows:
  Whereas the United Nations General Assembly adopted the
Convention on the Elimination of All Forms of Discrimination
Against Women on December 18, 1979; and
  Whereas the convention became an international treaty on
September 3, 1981; and
  Whereas as of 1999, over 160 nations--including all of the
nations of the industrialized world except for the United
States--have agreed to be bound by the convention's provisions;
and
  Whereas the United States supports and holds a position of
leadership within the United Nations; and
  Whereas the United States was an active participant in the
drafting of the convention and is a signatory to the convention;
and
  Whereas the convention affirms faith in fundamental human
rights, in the dignity of and worth of the person and in the
equal rights of men and women; and
  Whereas the convention provides a comprehensive framework for
challenging the discrimination based on sex against half of the
world's population; and
  Whereas although women have made major gains in their struggle
for equality in social, business, political, legal and
educational fields in the 20th century, much remains to be
accomplished to achieve equality for women; and
  Whereas through its support, leadership and prestige, the
United States can help create a world in which women have
achieved equality and are no longer victims of discrimination;
now, therefore,
Be It Resolved by the Legislative Assembly of the State of
  Oregon:
  (1) We call upon the Senate of the United States to ratify the
United Nations Convention on the Elimination of All Forms of
Discrimination Against Women.
  (2) We call upon the President of the United States and the
United States Secretary of State to urge the Senate of the United
States to ratify the convention.
  (3) A copy of this memorial shall be sent to the President of
the United States, the President of the Senate of the United
States, the United States Secretary of State and to each member
of the Oregon Congressional Delegation.
