                             SUMMARY
 
The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.
 
  Urges members of Oregon Congressional Delegation to support and
work to pass plan for Social Security reform proposed by
President George W. Bush.
 
                         JOINT MEMORIAL
To the members of the Oregon Congressional Delegation:
  We, your memorialists, the Seventy-first Legislative Assembly
of the State of Oregon, in legislative session assembled,
respectfully represent as follows:
  Whereas the Social Security program must be strengthened to
survive; and
  Whereas Social Security benefits for today's seniors must be
protected and Social Security must be available for the
grandchildren of today's seniors; and
  Whereas when the Social Security program began there were 42
workers to support each retiree and in a few decades there will
be only two workers per retiree; and
  Whereas Social Security benefits will exceed contributions
beginning in 2015 and the system will go bankrupt in 2037; and
  Whereas under the Social Security reform plan of President
George W. Bush, personal accounts will allow everyone to build
assets and independence; and
  Whereas under President Bush's plan, current Social Security
benefits will not change for retirees or near-retirees; and
  Whereas under President Bush's plan, Social Security taxes will
not be increased; and
  Whereas President Bush's plan will preserve the disability and
survivors components of Social Security; now, therefore,
Be It Resolved by the Legislative Assembly of the State of
  Oregon:
  That we, the members of the Seventy-first Legislative Assembly,
respectfully request that the Oregon Congressional Delegation
support and work to pass the plan for Social Security reform
proposed by President Bush; and be it further
  Resolved, That a copy of this memorial shall be sent to each
member of the Oregon Congressional Delegation.
