To the Senate and the House of Representatives of the United
  States of America, in Congress assembled:
  We, your memorialists, the Seventy-first Legislative Assembly
of the State of Oregon, in legislative session assembled,
respectfully represent as follows:
  Whereas 391 members of the House of Representatives of the
106th Congress, including Oregon's representatives, approved the
Railroad Retirement and Survivors Improvement Act of 2000; and
  Whereas more than 80 members of the Senate of the 106th
Congress, including Senators Ron Wyden and Gordon Smith, signed
letters supporting the Railroad Retirement and Survivors
Improvement Act of 2000; and
  Whereas the Railroad Retirement and Survivors Improvement Act
that is before the 107th Congress would modernize the railroad
retirement system for 647,201 beneficiaries across the nation,
including 9,708 in Oregon; and
  Whereas railroad management, labor and retiree organizations
have agreed to support the Railroad Retirement and Survivors
Improvement Act; and
  Whereas the Railroad Retirement and Survivors Improvement Act
would provide tax relief to freight railroads, Amtrak and
commuter lines; and
  Whereas the Railroad Retirement and Survivors Improvement Act
would improve benefits for surviving spouses of rail workers, who
suffer deep cuts in income when the retired rail worker dies; and
  Whereas outside contributions from taxpayers are not needed to
implement the changes the Railroad Retirement and Survivors
Improvement Act would make; and
  Whereas the railroad industry, including active employees, will
pay for the changes the Railroad Retirement and Survivors
Improvement Act would make; now, therefore,
 
Be It Resolved by the Legislative Assembly of the State of
  Oregon:
 
  (1) The Congress of the United States is respectfully requested
to adopt the Railroad Retirement and Survivors Improvement Act.
  (2) A copy of this memorial shall be sent to each member of the
Oregon Congressional Delegation.
