brief statement of the essential features of the measure as
introduced.
 
  Requests that Congress repeal phone tax.
 
                         JOINT MEMORIAL
To the Senate and the House of Representatives of the United
  States of America, in Congress assembled:
  We, your memorialists, the Seventy-first Legislative Assembly
of the State of Oregon, in legislative session assembled,
respectfully represent as follows:
  Whereas the phone tax is an antiquated tax imposed more than
100 years ago to fund the Spanish-American War; and
  Whereas the phone tax initially was a luxury tax on the few
wealthy Americans who had phone service in 1898, but now is a tax
imposed on the 94 percent of households that have phone service;
and
  Whereas phone service has become an integral part of society
and is required for such technological equipment as computer
modems and facsimile machines; and
  Whereas the three percent phone tax imposes a hardship on
people with limited incomes, including senior citizens; now,
therefore,
Be It Resolved by the Legislative Assembly of the State of
  Oregon:
  (1) The Congress of the United States is respectfully requested
to repeal the phone tax.
  (2) A copy of this memorial shall be sent to each member of the
Oregon Congressional Delegation.
