                          AMENDMENTS TO
                     HOUSE JOINT MEMORIAL 13

Speaker Simmons:
  A minority of your Committee on Water and Environment, to whom
was referred House Joint Memorial 13, having had the same under
consideration, respectfully reports it back with the
recommendation that it be adopted with the following amendments:
 
  On page 1 of the printed joint memorial, line 7, before '
Toxic' insert 'Clean Water Act of 1972, the'.
  Delete lines 12 through 29.
  On page 2, delete lines 1 through 7 and insert:
  ' Whereas Congress created the Superfund Amendments and
Reauthorization Act of 1986 on the principle that individuals and
businesses should pay to clean up the pollution they cause, a
principle to which government should adhere; now, therefore,'.
  In line 13, after 'laws' delete the rest of the line and line
14 and insert 'equally;'.
  In line 16, after the semicolon insert 'and'.
  Delete lines 17 through 22 and insert:
  ' (c) Pass federal legislation creating a program that imposes
significant sanctions on public and private entities that pollute
the environment.'.
