                             SUMMARY
 
The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure.
 
  Urges Congress of United States to enact legislation requiring
that United States of America   { - or state of union - }  be
required to guarantee payment for sale of electricity that
utility is required to make under federal emergency order or
other federal mandate.
 
                         JOINT MEMORIAL
To the Senate and House of Representatives of the United States
  of America, in Congress assembled:
  We, your memorialists, the Seventy-first Legislative Assembly
of the State of Oregon, in legislative session assembled,
respectfully represent as follows:
  Whereas the California energy crisis has resulted in
substantial financial instability in California utilities; and
  Whereas in order to assist California in meeting electricity
demand during the period of crisis, utilities in the Pacific
Northwest have been ordered to sell excess electricity to
California utilities; and
  Whereas the financial failure of a California utility could
result in a substantial loss to Pacific Northwest utilities; and
  Whereas losses suffered by Pacific Northwest utilities will
result in higher rates for electricity consumers in the Pacific
Northwest; and
  Whereas Oregon ratepayers have not contributed to the energy
problems of California and should not be required to bear the
risks and costs arising out of the California energy crisis; now,
therefore,
Be It Resolved by the Legislative Assembly of the State of
  Oregon:
  (1) We call upon the Senate and House of Representatives of the
United States of America to enact legislation to require that the
United States of America be required to guarantee payment for any
sale of electricity that a utility is required to make to another
 
utility or energy provider under a federal emergency order or
other federal mandate.
  (2) A copy of this memorial shall be sent to the Senate
Majority Leader, the Speaker of the House of Representatives and
to each member of the Oregon Congressional Delegation.
