Memorializes members of Oregon Congressional Delegation to
earmark federal funds for work on Sunset Highway.
JOINT MEMORIAL
To the members of the Oregon Congressional Delegation:
We, your memorialists, the Seventy-first Legislative Assembly
of the State of Oregon, in legislative session assembled,
respectfully represent as follows:
Whereas the morning and afternoon rush hours on the Sunset
Highway from downtown Portland to the Hillsboro area are known to
be among the most congested in the region; and
Whereas Average Daily Vehicle Miles Traveled have shot up to
nearly 1.5 million in the past decade, a 30 percent increase; and
Whereas the number of traffic accidents has increased 37
percent, and injuries from those incidents has risen 32 percent
in that same time period; and
Whereas Metro's 2000 Regional Transportation Plan projects the
average vehicle miles traveled to increase more than 50 percent
between 1994 and 2020; and
Whereas the 2000 Regional Transportation Plan shows population
in the communities adjacent to the Sunset Highway is expected to
increase 46 percent, and employment is expected to increase 68
percent in the same time frame; and
Whereas Metro estimates there will be more than $4 billion in
transportation improvements needed before 2020, and only a
quarter of the moneys are currently available; and
Whereas commuters who use the Sunset Highway for their daily
commute to work and back are tired of the gridlock; now,
therefore,
Be It Resolved by the Legislative Assembly of the State of
Oregon:
(1) The Congress of the United States is respectfully requested
to earmark moneys for improvements to the Sunset Highway.
(2) A copy of this memorial shall be sent to each member of the
Oregon Congressional Delegation.
