                             SUMMARY
 
The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.
 
  Urges President and Congress to direct United States Forest
Service and Bureau of Land Management to provide greater
assistance to sheriffs' offices that provide services on federal
lands.
 
                         JOINT MEMORIAL
To the President of the United States and the Senate and the
  House of Representatives of the United States of America, in
  Congress assembled:
  We, your memorialists, the Seventy-first Legislative Assembly
of the State of Oregon, in legislative session assembled,
respectfully represent as follows:
  Whereas United States Forest Service rangers lack the resources
to enforce state laws or to provide search and rescue services on
federal lands; and
  Whereas most county sheriffs' offices receive funds that pay
for only part of the salary, but not benefits, equipment or
training, of one deputy to protect citizens on federal lands; and
  Whereas sheriffs' offices must enforce state laws on federal
lands, but cannot do so without drastically diminishing the
health and safety services provided to citizens who pay the great
majority of costs of the offices' operations; and
  Whereas federal offices are inadequately staffed, equipped,
trained and funded to meet the needs of citizens for public
safety and search and rescue services on federal lands; now,
therefore,
Be It Resolved by the Legislative Assembly of the State of
  Oregon:
  (1) The President and Congress of the United States are
respectfully requested to direct the United States Forest Service
and the Bureau of Land Management to:
  (a) Enter into and fund contracts with county sheriffs' offices
to enable the offices to provide the staff, training and
equipment necessary to adequately meet citizens' needs for safety
and rescue services on federal lands;
  (b) Provide training and certification of deputy sheriffs to
enable them to adequately enforce federal laws on federal lands;
and
 
  (c) Reimburse county sheriffs' offices for expenses incurred to
conduct search and rescue operations on federal lands.
  (2) A copy of this memorial shall be sent to the President of
the United States and to each member of the Oregon Congressional
Delegation.
