To the Senate and House of Representatives of the United States
of America, in Congress assembled:
We, your memorialists, the Seventy-first Legislative Assembly
of the State of Oregon, in legislative session assembled,
respectfully represent as follows:
Whereas the Hells Canyon National Recreation Area was created
by Congress in 1975 to preserve and provide special management
for Hells Canyon; and
Whereas Congress recognized the unique and diversified
ecosystem composed of natural and human factors that Hells Canyon
supports; and
Whereas Congress intended by creation of the national
recreation area to assure that the natural beauty and historical
and archeological values of the Hells Canyon area were preserved
for future generations; and
Whereas the United States Secretary of Agriculture is to
administer the national recreation area in a manner compatible
with multiple objectives including maintaining the free flowing
nature of rivers, conservation of unique biological features,
protection of fish and wildlife habitat and continuation of the
preexisting uses of Hells Canyon; and
Whereas the United States Secretary of Agriculture has failed
to manage the national recreation area in an appropriate manner,
resulting in dramatic changes to the area, loss of elk, deer and
bird populations, removal of agricultural and livestock
production and devastating wildfires; now, therefore,
Be It Resolved by the Legislative Assembly of the State of
Oregon:
(1) The Congress of the United States is respectfully urged to
hold hearings to ascertain if the Hells Canyon National
Recreation Area is being managed by the United States Secretary
of Agriculture in a manner intended by Congress by the passage of
the Hells Canyon National Recreation Act.
(2) A copy of this memorial shall be sent to each member of the
Oregon Congressional Delegation.
