                             SUMMARY

  Urges Congress to adopt uniform poll closing time for
presidential elections.
 
                         JOINT MEMORIAL
To the Senate and House of Representatives of the United States
  of America, in Congress assembled:
  We, your memorialists, the Seventy-first Legislative Assembly
of the State of Oregon, in legislative session assembled,
respectfully represent as follows:
  Whereas presidential elections concern every citizen in this
country; and
  Whereas the continental United States has four time zones; and
  Whereas polls in presidential elections close at different
times across the continental United States; and
  Whereas news media organizations frequently project a
particular presidential candidate to be the winner in key states
before all the polls have closed nationally; and
  Whereas premature projections by news media organizations of
the winner of a presidential election may influence voter
behavior in states where polls have not closed; now, therefore,
Be It Resolved by the Legislative Assembly of the State of
  Oregon:
  (1) The Congress of the United States is respectfully urged to
enact legislation that establishes a uniform poll closing time
for elections for President and Vice President of the United
States.
  (2) A copy of this memorial shall be sent to each member of the
Oregon Congressional Delegation.
