                             SUMMARY
 
The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.
 
  Proposes amendment to Oregon Constitution specifying that
Legislative Assembly, or people through initiative process, may
enact laws limiting or prohibiting certain contributions made to
candidates for public office. Authorizes laws prohibiting
solicitation and receipt of contributions by, and making of
contributions to, members of Legislative Assembly during session
of Legislative Assembly.
  Refers proposed amendment to people for their approval or
rejection at special election on date specified in section 2,
chapter ___, Oregon Laws 2001 (Enrolled House Bill 2653), or at
next regular general election.
 
                        JOINT RESOLUTION
Be It Resolved by the Legislative Assembly of the State of
  Oregon:
  PARAGRAPH 1. Section 8, Article II of the Constitution of the
State of Oregon, is amended to read:
   { +  Sec. 8. + }  { + (1) + } The Legislative Assembly shall
enact laws to support the privilege of free suffrage, prescribing
the manner of regulating  { - , - }  and conducting elections
 { - , - }  and prohibiting under adequate penalties  { - , - }
all undue influence therein  { - , - }  from power, bribery,
tumult  { - , - }  and other improper conduct.   { -  - - }
   { +  (2) Notwithstanding section 8, Article I of this
Constitution, the Legislative Assembly, or the people through the
initiative process, may enact laws:
  (a) Limiting or prohibiting contributions received by or made
to candidates for nomination or election to public office; and
  (b) Prohibiting, during any session of the Legislative
Assembly, the soliciting of contributions by, the receiving of
contributions by and the making of contributions to individuals
holding office as members of the Legislative Assembly. + }
 
  PARAGRAPH 2.  { + The amendment proposed by this resolution
shall be submitted to the people for their approval or rejection
at a special election held throughout this state on the date
specified in section 2, chapter ___, Oregon Laws 2001 (Enrolled
House Bill 2653). If a special election is not held throughout
this state on the date specified in section 2, chapter ___,
Oregon Laws 2001 (Enrolled House Bill 2653), the amendment
proposed by this resolution shall be submitted to the people for
their approval or rejection at the next regular general election
held throughout this state. + }
