  On page 1 of the printed joint resolution, line 12, after the
second comma insert 'and all subsequent biennia,'.
  Delete lines 13 and 14.
  In line 28, delete 'and'.
  Delete lines 29 and 30 and insert:
  ' (e) Moneys used to fund programs that are enacted or approved
by the people under section 1, Article IV, or Article XVII of
this Constitution on or after the effective date of this section;
and
  ' (f) Moneys that are dedicated by this Constitution to
specific uses, purposes or entities. This paragraph applies to
provisions of this Constitution adopted before, on or after the
effective date of this section.'.
  On page 2, delete lines 5 through 10.
