                             SUMMARY
 
The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure.
 
  Establishes 10-year goal to address need for affordable housing
for low-income Oregonians by 2011.
 
                        JOINT RESOLUTION
  Whereas many Oregonians of all income ranges are encountering
difficulty in securing affordable housing; and
  Whereas the Governor's Work Group on Safe and Affordable
Housing has identified housing as one of 10 critical supports
necessary to ensure achieving the state's educational and
workforce goals; and
  Whereas the type of need for affordable housing varies by
community; and
  Whereas the solutions to affordable housing problems vary by
community; and
  Whereas the availability of affordable housing for Oregonians
is of vital statewide importance; and
  Whereas affordable housing is a critical element in maintaining
strong families and sound communities; and
  Whereas every Oregonian should have an opportunity to live in
housing that is decent, safe, sanitary and affordable; and
  Whereas an adequate supply of affordable housing will assist in
empowering Oregonians to be as independent, productive and
self-sufficient as possible; and
  Whereas not more than 30 percent of a family's income may be
spent on housing and utilities for housing to be affordable for
low-income Oregonians; and
  Whereas inclusive neighborhoods should be supported and
affordable housing options should be available for Oregonians;
and
  Whereas affordable housing options should recognize family
incomes, special needs and physical and age requirements of
Oregonians; and
  Whereas Oregonians should not have to leave their communities
to acquire affordable housing; and
  Whereas the development of affordable housing projects for
low-income Oregonians should occur at the local level and should
respect the needs of the community, minimize displacement and
encourage coordination and collaboration; and
  Whereas solutions to affordable housing problems require shared
investments between state and local governments and require
partnerships between the public and private sectors; and
  Whereas market considerations, without incentives, preclude the
possibility that private builders alone can fill the need for
affordable housing; and
  Whereas public investment is required in order for affordable
housing needs to be met, even if private institutions provide the
majority of funding; and
  Whereas the State of Oregon should provide a part of the public
investment because of the state's concern for the well-being of
its citizens; and
  Whereas barriers to the development of affordable housing
should be removed; and
  Whereas incentives for the development of affordable housing
should be provided; now, therefore,
Be It Resolved by the Legislative Assembly of the State of
  Oregon:
  (1) A 10-year goal is established to address the need for
affordable housing for low-income Oregonians by the year 2011.
  (2) To achieve this goal, the following should be considered:
  (a) Development of new housing.
  (b) Low-income home ownership.
  (c) Community capacity building.
  (d) Farmworker housing.
  (e) Emergency housing assistance.
  (f) Homeless assistance.
  (g) Rental assistance.
  (h) Contributions to the Oregon Housing Fund or other existing
programs.
