SUMMARY
The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.
Urges Speaker of House of Representatives to direct interim
legislative committee to continue work of revising public
contracting law.
HOUSE RESOLUTION
Whereas during both the 1997-1998 and 1999-2000 legislative
interims a group of more than 70 people representing various
sides of public contracting has recommended that ORS chapter 279
(Public Contracts and Purchasing) be examined in its entirety;
and
Whereas this group has identified many areas in ORS chapter 279
that are problematic and costly to public agencies and to people
that do business with the state; and
Whereas addressing these problems is a monumental task because
of the complexity of the law and the diversity of the groups that
have a stake in the law; and
Whereas the Public Contracting Law Revision Work Group has
begun the task of revising ORS chapter 279; and
Whereas this work group has representatives from a broad range
of public agencies and private entities that include the
Associated General Contractors, Multnomah County, the office of
the Legislative Counsel, the office of the Secretary of State,
the City of Portland, the League of Oregon Cities, the office of
the Attorney General, the Association of Oregon Counties, the
Oregon Department of Administrative Services, the Special
Districts Association of Oregon, the Bureau of Labor and
Industries and Legislative Administration; and
Whereas during the 1999-2000 interim this work group has
devoted a great amount of time and effort to the ORS chapter 279
revision project; and
Whereas the work group has completed a significant portion of
the ORS chapter 279 project; and
Whereas the Agency Performance and Operations House Interim
Committee endorses and supports the work that has thus far been
completed on ORS chapter 279; and
Whereas the committee recognizes the importance of the
continuation of the ORS chapter 279 revision project; now,
therefore,
Be It Resolved by the House of Representatives of the State of
Oregon:
That we, the members of the House of Representatives of the
Seventy-first Legislative Assembly, recognize the work of the
Public Contracting Law Revision Work Group through the Agency
Performance and Operations House Interim Committee; and be it
further
Resolved, That we, the members of the House of Representatives
of the Seventy-first Legislative Assembly, resolve to urge the
Speaker of the House of Representatives to assign the task of
continuing the work of the Public Contracting Law Revision Work
Group to a 2001-2002 interim committee.
