                      SENATE AMENDMENTS TO
                         SENATE BILL 38
 
              By JOINT COMMITTEE ON WAYS AND MEANS
 
                             June 20
 
  Delete lines 4 through 19 of the printed bill and insert:
  '  { +  SECTION 1. + }  { + (1) For purposes of this section,
'school' means a group of students and teachers who remain
together for all of the regular school program, as defined in ORS
339.141. The program may be in the same school building as other
programs.
  ' (2) The Legislative Assembly finds that schools with lower
enrollment are better able to meet the needs of all students.
School districts are encouraged to operate:
  ' (a) Kindergarten through grade 5 schools that serve no more
than 400 students.
  ' (b) Grade 6 through grade 8 schools that serve no more than
500 students.
  ' (c) Grade 9 through grade 12 schools that serve no more than
800 students.
  ' (3) The Legislative Assembly also finds that low ratios of
students to teachers are crucial in schools of all sizes. School
districts are encouraged to conform to the ratios of students to
teachers recommended in the Quality Education Model 2000. + } ' .
