  On page 1 of the printed bill, line 2, after 'provisions; '
delete the rest of the line and insert 'and amending ORS
329.487.'.
  Delete lines 4 through 27 and pages 2 through 5 and insert:
  '  { +  SECTION 1. + } ORS 329.487 is amended to read:
  ' 329.487. (1) In the 21st century, all Oregonians should be
able to communicate in a second language. School districts shall
make available to all students the opportunity to achieve this
goal.

All students who have   { - completed grade 12 shall have
completed a minimum of two years of second language instruction
