SUMMARY
The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure.
{ - Creates Student Bill of Rights Program for students
attending public schools in grades 11 and 12 and for students who
have received Certificate of Initial Mastery. Allows students to
enroll in post-secondary courses for credit at eligible
post-secondary institutions and credit toward high school
graduation. Prohibits institutions from charging student
post-secondary course costs. Directs Department of Education to
enter into agreement with institution for limited payment of
costs from State School Fund. Directs department to deduct these
amounts from State School Fund grant to student's school
district. - }

completed grade 12 have completed minimum of two years of second
language.
Requires all students who have met requirements for Certificate
of Initial Mastery to demonstrate proficiency in second language.
Requires school districts to make available opportunity to

A BILL FOR AN ACT
Relating to students; creating new provisions; and amending ORS
329.487.
Be It Enacted by the People of the State of Oregon:
SECTION 1. ORS 329.487 is amended to read:
329.487. (1) In the 21st century, all Oregonians should be able
to communicate in a second language. School districts shall make
available to all students the opportunity to achieve this goal.
(2) { - Prior to the end of the 2004-2005 school year, - }

completed a minimum of two years of second language instruction

language as determined by the school district board.
