                             SUMMARY
 
The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.
 
  Creates Oregon Hope Scholarship. Specifies that scholarship is
to be awarded to qualified students who graduate from Oregon high
schools with specified grade point average. Allows students to
use scholarship to attend Oregon post-secondary institutions.
  Refers Act to people for their approval or rejection at special
election held on same date as next biennial primary election.
 
                        A BILL FOR AN ACT
Relating to Oregon Hope Scholarship; and providing that this Act
  shall be referred to the people for their approval or
  rejection.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + Sections 2 and 3 of this 2001 Act are added to
and made a part of ORS 348.040 to 348.280. + }
  SECTION 2.  { + As used in this section and section 3 of this
2001 Act:
  (1) 'Cost of education' means tuition, mandatory fees and the
cost of books.
  (2) 'Eligible post-secondary institution' means:
  (a) A state institution under the direction of the State Board
of Higher Education;
  (b) A community college operated under ORS chapter 341;
  (c) The Oregon Health Sciences University; or
  (d) An Oregon-based, generally accredited, not-for-profit
institution of higher education.
  (3) 'Qualified student' means any student who:
  (a) Graduates from an Oregon high school;
  (b) Has not achieved a baccalaureate or higher degree from any
post-secondary institution;
  (c) Is enrolled in an eligible post-secondary institution;
  (d) Is making satisfactory academic progress; and
  (e) Has a family household income of less than $150,000. + }
  SECTION 3.  { + (1) The Oregon Student Assistance Commission
shall award, to the extent funds are made available, an Oregon
Hope Scholarship to any qualified student who:
  (a) Commences at least half-time study toward a degree at an
eligible post-secondary institution within one year of high
school graduation; and
  (b) Has received a cumulative 3.0 grade point average on a 4.0
scale in high school.
  (2) The amount of an Oregon Hope Scholarship shall be limited
to the lower of:
  (a) The actual cost of education of the qualified student for
one year; or
  (b) The cost of education of a student at the University of
Oregon for one year.
  (3) The commission may reduce the amount that any qualified
student receives as an Oregon Hope Scholarship by the amount that
a student receives from any federal student assistance program.
  (4) Any qualified student receiving an Oregon Hope Scholarship
under subsection (1) of this section must use the grant for the
purpose of study in an eligible program, as defined by rule of
the Oregon Student Assistance Commission, at an eligible
post-secondary institution.
  (5) The Oregon Student Assistance Commission may not award an
Oregon Hope Scholarship to a qualified student who is enrolled in
a course of study required for and leading to a degree in
theology, divinity or religious education.
  (6) Each Oregon Hope Scholarship shall be renewed yearly
provided that the recipient has maintained:
  (a) A 2.8 grade point average on a 4.0 scale if the recipient
has completed less than two years of post-secondary instruction;
or
  (b) A 3.0 grade point average on a 4.0 scale if the recipient
has completed two or more years of post-secondary instruction.
  (7) Notwithstanding subsection (6) of this section:
  (a) A recipient of an Oregon Hope Scholarship may not receive
the scholarship for more than four years; and
  (b) An Oregon Hope Scholarship may not be renewed after a
recipient has reached the number of credit hours required to
graduate with a baccalaureate degree at the post-secondary
institution the student is attending. + }
  SECTION 4.  { + The Oregon Hope Scholarship shall first be
available to qualified students who graduate from an Oregon high
school on or after _____. + }
  SECTION 5.  { + This 2001 Act shall be submitted to the people
for their approval or rejection at a special election held
throughout this state on the same date as the next biennial
primary election. + }
