Directs Mental Health and Developmental Disability Services
Division to develop plan for providing children and adults mental
health treatment and services in least restrictive setting.
A BILL FOR AN ACT
Relating to mental health services.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + (1) The Mental Health and Developmental
Disability Services Division shall develop a comprehensive, long
term plan for providing appropriate and adequate mental health
treatment and services to children and adults in settings and
under conditions that are as least restrictive as possible to the
service recipient and that provide for the greatest degree of
independence. The plan shall include:
(a) A description of when and how children and adults are
presently assessed to determine the level of restriction
necessary for them to receive services;
(b) An assessment of the number and type of children and adults
who could benefit from services in less restrictive settings;
(c) A proposal for new or expanded services that will be
necessary to provide services to children and adults in less
restrictive settings;
(d) A proposal for individual transition planning and
implementation for children and adults moving to less restrictive
settings; and
(e) A description of how the assessment and transition of
children and adults will be monitored and evaluated.
(2) The plan shall include an analysis of the budgetary and
programmatic effects of providing mental health services to
children and adults in less restrictive settings.
(3) In developing the plan, the division shall work with
affected parties, including but not limited to consumers,
families, providers, advocates, contractors, county mental health
programs and other partners.
(4) The division shall present the plan to the appropriate
interim committee of the Legislative Assembly no later than
February 1, 2002. + }
