                         Amended Summary
  Permits court to appoint expert or panel of experts to
investigate, examine or evaluate parties or children in specified
proceedings. Permits court to appoint individual or panel or
designate program to assist court in evaluating parenting plan
and parenting time disputes and to assist parties with parenting
plan.
  { - Creates rebuttable presumption in dispute over custody or
other generally recognized rights of parents that it is in best
interests of child to be in custody of legal parent. Creates
rebuttable presumption in disputes over visitation that legal
parent acts in best interests of child. Specifies showing that
must be made by petitioner to overcome presumption. - }
    { - Declares emergency, effective on passage. - }

  Your Conference Committee to whom was referred B-engrossed
Senate Bill 167, having had the same under consideration,
respectfully reports it back with the recommendation that the
House recede from the House amendments dated May 31 and that the
