  Appropriates moneys from General Fund to Department of Higher
Education for Christmas tree research within Oregon State
University Extension Service.
  Declares emergency, effective July 1, 2001.
 
                        A BILL FOR AN ACT
Relating to Oregon State University Extension Service;
  appropriating money; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + In addition to and not in lieu of any other
appropriation, there is appropriated to the Department of Higher
Education, for the biennium beginning July 1, 2001, out of the
General Fund, the amount of $___, which may be expended for a
dedicated position for Christmas tree research within the Oregon
State University Extension Service. + }
  SECTION 2.  { + Notwithstanding any other law, section 1 of
this 2001 Act is subject to Oregon Department of Administrative
Services rules related to allotting, controlling and encumbering
funds. + }
  SECTION 3.  { + This 2001 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2001 Act takes effect July 1,
2001. + }
