  Establishes maximum number of students in each kindergarten
through grade three class. Allows school district to request
waiver of maximum class size requirement from State Board of
Education.
 
                        A BILL FOR AN ACT
Relating to class size.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) Each school district shall adopt a policy
that establishes a maximum number of students in each
kindergarten through grade three class. The maximum number of
students shall not exceed 20 students per class.
  (2) A school district may submit a request to the State Board
of Education for a waiver of the maximum class size requirement
of subsection (1) of this section. Upon receipt of a request for
a waiver, the board shall grant the waiver if the board
determines that the district has demonstrated compelling reasons
for being unable to meet the maximum class size requirement. The
board shall establish by rule the process for applying for and
obtaining a waiver. + }
