A BILL FOR AN ACT
Relating to the Willamette River Basin; limiting expenditures;
and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + (1) To assist in the development of practical
strategies to address problems relating to the physical and
biological functioning of Willamette River Basin stream systems
and water quality in the Willamette River Basin, the Legislative
Assembly places a high priority on gathering specific data about
and improving the scientific understanding of the extent and
probable cause of fish deformities in the Willamette River.
(2) The Oregon State University Department of Environmental and
Molecular Toxicology is authorized to manage and allocate funds
for the conduct of studies relating to the extent and probable
cause of fish deformities in the Willamette River. The Department
of Environmental and Molecular Toxicology shall report annually
to the appropriate committees of the Legislative Assembly
regarding research progress, data and recommendations for further
action. + }
SECTION 2. { + Of the moneys deposited into the Restoration
and Protection Research Fund established under ORS 541.378, the
Oregon Watershed Enhancement Board shall allocate $500,000 to the
Department of Higher Education for research studies, under the
management of the Oregon State University Department of
Environmental and Molecular Toxicology, relating to the extent
and probable cause of fish deformities in the Willamette
River. + }
SECTION 3. { + Notwithstanding any other law, the amount of
$500,000 is established for the biennium beginning July 1, 2001,
as the maximum limit for payment of expenses from lottery moneys
allocated from the Restoration and Protection Research Fund to
the Department of Higher Education for the purpose of sections 1
and 2 of this 2001 Act. + }
SECTION 4. { + This 2001 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2001 Act takes effect July 1,
2001. + }
