SUMMARY
The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.
Establishes maximum number of students in each kindergarten
through grade three class. Allows Department of Education to
award grants associated with reducing class size.
Transfers moneys out of State School Fund to Department of
Education for grant program.
Declares emergency, effective July 1, 2001.
A BILL FOR AN ACT
Relating to class size; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + Each school district shall adopt a policy that
establishes a target of 20 students as the maximum number of
students per class in kindergarten through grade three. + }
SECTION 2. { + (1) The Department of Education may award state
grants to school districts for costs associated with reducing
class sizes in kindergarten through grade three classes.
(2) School districts that have class sizes that are at or below
the target established in section 1 of this 2001 Act may apply to
the department for a state grant for costs associated with
smaller class sizes, including professional development.
(3) Each school district may apply to the department for a
state grant by completing an application provided by the
department.
(4) The department shall review and approve applications based
on criteria established by rule by the State Board of Education.
(5) The State Board of Education may adopt any rules necessary
for the administration of this section. + }
SECTION 3. { + (1) There is transferred to the Department of
Education, from the State School Fund, for the fiscal year
beginning July 1, 2001, the sum of $___, which may be expended
for the grant program for reducing class sizes established under
section 2 of this 2001 Act.
(2) There is transferred to the Department of Education, from
the State School Fund, for the fiscal year beginning July 1,
2002, the sum of $___, which may be expended for the grant
program for reducing class sizes established under section 2 of
this 2001 Act. + }
SECTION 4. { + This 2001 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2001 Act takes effect July 1,
2001. + }
