  Delays second language requirement for public schools until end
of 2006-2007 school year.
 
                        A BILL FOR AN ACT
Relating to education in second languages; amending ORS 329.487.
Be It Enacted by the People of the State of Oregon:
  SECTION 1. ORS 329.487 is amended to read:
  329.487. (1) In the 21st century, all Oregonians should be able
to communicate in a second language. School districts shall make
available to all students the opportunity to achieve this goal.
  (2) Prior to the end of the   { - 2004-2005 - }  { +
2006-2007 + } school year, all students who have completed grade
12 shall have completed a minimum of two years of second language
instruction and shall demonstrate a level of proficiency in a
second language as determined by the school district board.
  (3) Each school district board shall determine the method of
implementation of the second language requirement under
subsection (2) of this section. Individual students may be
granted a waiver of the second language requirement under
subsection (2) of this section based on criteria established by
the school district board.
