  In line 2 of the printed bill, delete 'repealing' and insert
'amending'.
  Delete line 5 and insert:
  '  { +  SECTION 1. + } Section 7, chapter 390, Oregon Laws
1999, is amended to read:
  '  { +  Sec. 7. + } (1) The State Department of Agriculture may
not levy a civil penalty under section 2, 4 or 6 { + , chapter
390, Oregon Laws 1999, + }   { - of this 1999 Act - }  for any
violation occurring after December 31,   { - 2001 - }  { +
2003 + }.
  ' (2) Sections 2, 4 and 6 { + , chapter 390, Oregon Laws
1999, + }   { - of this 1999 Act - }  are repealed December 31,
 { - 2002 - }  { +  2004 + }. The repeal of sections 2, 4 and
6 { + , chapter 390, Oregon Laws 1999, + }   { - of this 1999
Act - }  does not relieve any person of the obligation to pay a
civil penalty lawfully imposed by the department prior to
December 31,   { - 2002 - }  { +  2004 + }.'.
