               CONFERENCE COMMITTEE AMENDMENTS TO
                   B-ENGROSSED SENATE BILL 384

                         Amended Summary
  Eliminates certain responsibilities of State Commission on
Children and Families and transfers other responsibilities to
Juvenile Crime Prevention Advisory Committee and Oregon Youth
Authority.
  Removes requirement that attorney return materials related to
youth offender's history and prognosis to court at conclusion of
attorney's involvement in case.
  Allows juvenile court judge to decide certain cases involving
minors in possession of alcoholic liquor or less than one ounce
of cannabis without minor being present.
  Modifies provisions dealing with requirements to report child
abuse.
    { - Includes open bed of motor vehicle as external part of
motor vehicle for purposes of offense of carrying minor on
external part of motor vehicle. Provides exceptions. - }
    { - Authorizes - }   { + Requires + } Secretary of State to
audit county juvenile departments.
  Declares emergency, effective July 1, 2001.

  Your Conference Committee to whom was referred B-engrossed
Senate Bill 384, having had the same under consideration,
respectfully reports it back with the recommendation that the
Senate concur in the House amendments dated July 5 and that the
bill be amended as follows and repassed.
 
  On page 1 of the printed B-engrossed bill, line 3, delete ',
420A.012 and' and insert 'and 420A.012'.
  In line 4, delete '811.205'.
  On page 8, line 35, delete 'of' and insert 'under'.
  On page 9, delete lines 12 through 32.
  In line 33, delete '18' and insert '16'.
  On page 10, line 4, delete 'may' and insert 'shall'.
  In line 20, delete '19' and insert '17'.
  On page 11, line 5, delete '20' and insert '18'.
  On page 12, line 9, delete '21' and insert '19'.
  In line 25, delete '22' and insert '20'.
