                             SUMMARY

  Grants legislative approval of order of State Board of
Education expanding boundaries of Columbia Gorge Community
College District to annex territory in Hood River County.
Requires voters of Hood River   { - County - }   { + and Wasco
Counties + } to approve annexation.  Directs that new territory
does not become liable for existing debt of district.
  Appropriates moneys from General Fund to Department of
Community Colleges and Workforce Development for distribution to
Columbia Gorge Community College District for community college
center in Hood River.
  Declares emergency, effective on passage.
 
                        A BILL FOR AN ACT
Relating to Columbia Gorge Community College District; creating
  new provisions; amending ORS 341.619; appropriating money; and
  declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) Pursuant to ORS 341.565 (4), the
Legislative Assembly approves the order of the State Board of
Education expanding the boundaries of the Columbia Gorge
Community College District to include the territory in Hood River
County that is not part of a community college district.
  (2) The state board's order described in subsection (1) of this
section shall become final if the electors of Hood River County
and Wasco County approve the proposed boundary change in an
election. + }
  SECTION 2. ORS 341.619 is amended to read:
  341.619.  { + (1) + } Notwithstanding ORS 341.575, when
territory is annexed to the Blue Mountain Community College
District, the new territory shall not become liable for any
existing debt of the Blue Mountain Community College District
that resulted from the bond measure that was approved by the
people at the general election held on November 3, 1998.
   { +  (2) Notwithstanding ORS 341.575, when territory within
Hood River County is annexed to the Columbia Gorge Community
College District, the new territory shall not become liable for
any existing debt of the Columbia Gorge Community College
District that resulted from a bond measure that was approved by
the people at a general election held prior to January 1,
2001. + }
  SECTION 3.  { + In addition to and not in lieu of any other
appropriation, there is appropriated to the Department of
Community Colleges and Workforce Development, for the biennium
beginning July 1, 2001, out of the General Fund, the amount of
$___ for distribution to the Columbia Gorge Community College
District for the creation of a community college center in Hood
River. + }
  SECTION 4.  { + This 2001 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2001 Act takes effect on its
passage. + }
