                      HOUSE MINORITY REPORT
                          AMENDMENTS TO
                   A-ENGROSSED SENATE BILL 470

Speaker Simmons:
  A minority of your Committee on Rules, Redistricting, and
Public Affairs, to whom was referred A-engrossed Senate Bill 470,
having had the same under consideration, respectfully reports it
back with the recommendation that it do pass with the following
amendments.
 
  On page 1 of the printed A-engrossed bill, delete lines 5
through 15 and insert:
  '  { +  SECTION 2. + } (1) If a church, synagogue, temple,
mosque, chapel or other nonresidential place of worship is
allowed on real property under state law and rules and local
zoning ordinances and regulations, a county shall allow the
reasonable use of the real property, including activities
customarily associated with the practices of the religious
activity, but not including private or parochial school education
for prekindergarten through grade 12 or higher education.'.
  In line 20, delete 'church' and insert 'place of worship
described in subsection (1) of this section'.
  In line 22, delete 'church' and insert 'place of worship
described in subsection (1) of this section'.
  Delete lines 23 through 26 and insert:
  ' (3) Notwithstanding any other provision of this section, a
county may allow a private or parochial school for
prekindergarten through grade 12 or higher education to be sited
under applicable state law and rules and local zoning ordinances
and regulations.'.
  On page 2, delete lines 2 through 12 and insert:
  '  { +  SECTION 4. + } (1) If a church, synagogue, temple,
