                         Amended Summary
    { - Prohibits county or city from prohibiting or unreasonably
restricting use of certain real property for church or activities
customarily associated with church. - }   { + Provides that
county or city shall allow reasonable use of real property for
activities customarily associated with practices of religious
activity if church, synagogue, temple, mosque, chapel, meeting
house or other nonresidential place of worship is allowed on
property. + } Provides exceptions. Allows reasonable regulation
of physical characteristics of authorized uses.

  Your Conference Committee to whom was referred B-engrossed
Senate Bill 470, having had the same under consideration,
respectfully reports it back with the recommendation that the
Senate concur in the House amendments dated June 7 and that the
bill be amended as follows and repassed.
 
  On page 1 of the printed B-engrossed bill, delete lines 5
through 15 and insert:
  '  { +  SECTION 2. + } (1) If a church, synagogue, temple,
mosque, chapel, meeting house or other nonresidential place of
worship is allowed on real property under state law and rules and
local zoning ordinances and regulations, a county shall allow the
reasonable use of the real property for activities customarily
associated with the practices of the religious activity,
including worship services, religion classes, weddings, funerals,
child care and meal programs, but not including private or
parochial school education for prekindergarten through grade 12
or higher education.'.
  In line 20, delete 'church' and insert 'place of worship
described in subsection (1) of this section'.
  In line 22, delete 'church' and insert 'place of worship
described in subsection (1) of this section'.
  Delete lines 23 through 26.
  In line 27, delete '(4)' and insert '(3)'.
  On page 2, delete lines 4 through 14 and insert:
  '  { +  SECTION 4. + } (1) If a church, synagogue, temple,
