                      SENATE AMENDMENTS TO

  On page 1 of the printed bill, line 2, after 'education '
insert a period and delete the rest of the line and delete lines
3 through 5.
  Delete lines 7 through 31 and delete pages 2 through 12 and
insert:
  '  { +  SECTION 1. + }  { + Section 2 of this 2001 Act is added
to and made a part of ORS chapter 329. + }
  '  { +  SECTION 2. + }  { + (1) The Department of Education
shall establish a pilot program. School districts participating
in the pilot program may choose not to implement the Certificate
of Initial Mastery, Certificate of Advanced Mastery and the state
assessment system as required by ORS chapter 329. However,
participating school districts shall continue to instruct
students in the academic content areas under ORS 329.045 (1).
  ' (2) The pilot program shall be for the 2002-2003, 2003-2004,
2004-2005, 2005-2006 and 2006-2007 school years.
  ' (3) The Department of Education shall select five school
districts to participate in the pilot program based on criteria
adopted by the State Board of Education and applications
submitted by school districts.
  ' (4) Each selected school district shall administer a
nationally recognized norm-referenced academic achievement test
in reading and mathematics to students in grades 3, 4, 5, 6, 7
and 8 in each year of the pilot program.
  ' (5) During the period of the pilot program, the Department of
Education shall report annually on the pilot program to the
committees on education of the Legislative Assembly or to the
interim legislative committees on education. The report shall
include:
  ' (a) An evaluation of the pilot program;
  ' (b) An evaluation of the pilot program's impact on the
reading and mathematics levels of the students based on the
academic achievement tests;
  ' (c) Recommendations about the pilot program; and
  ' (d) Any other relevant information.
  ' (6) The State Board of Education may adopt any rules
necessary to administer the provisions of this section. + } ' .
