SUMMARY
The following summary is not prepared by the sponsors of the

brief statement of the essential features of the measure as
introduced.
Establishes elementary school pilot program on teaching
students how to read using explicit phonics.
Appropriates moneys from General Fund to Department of
Education for grants to school districts participating in pilot
program.
A BILL FOR AN ACT
Relating to reading; and appropriating money.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + (1) The Department of Education shall establish
a pilot program on elementary school reading instruction. The
focus of the pilot program shall be on instructional materials on
explicit phonics. The pilot program shall be for the 2002-2003,
2003-2004 and 2004-2005 school years.
(2) Each school district with a weighted average daily
membership (ADMw) of greater than 50,000 shall participate in the
pilot program. A school district board of a participating school
district shall select three elementary schools in the district to
participate in the pilot program. Each classroom of an elementary
school selected for the pilot program shall participate in the
pilot program.
(3) Each elementary school participating in the pilot program
shall use reading instructional materials on explicit phonics,
with each school in a district using different reading
instructional materials.
(4) In each year of the pilot program, each participating
elementary school shall report on the program to the Department
of Education, the school district board and the Legislative
Assembly or any interim legislative committees on education. The
report shall include:
(a) An evaluation of the program;
(b) An evaluation of the program's impact on the reading level
of the students;
(c) Recommendations about the program;
(d) Costs of the program; and
(e) Any other relevant information.
(5) The Department of Education shall award grants to
participating school districts for the pilot program under this
section. A school district that receives a grant under this
subsection shall use the grant for implementation of the pilot
program in the selected elementary schools of the district. + }
SECTION 2. { + In addition to and not in lieu of any other
appropriation, there is appropriated to the Department of
Education, for the biennium beginning July 1, 2001, out of the
General Fund, the amount of $___, for the purpose of awarding
grants to school districts participating in the pilot program on
elementary school reading instruction under section 1 of this
2001 Act. + }
