A BILL FOR AN ACT
Relating to student career surveys; appropriating money; and
declaring an emergency.
Whereas the Oregon Educational Act for the 21st Century
requires students preparing for the Certificate of Advanced
Mastery to learn and participate in the context of career areas,
to participate in career related learning experiences and to gain
the knowledge and skills identified by Oregon's career related
learning standards; and
Whereas in order for Oregon's students to be better prepared
for success in post-secondary education and career pursuits, the
design of the Certificate of Advanced Mastery calls for the
development of individual education plans for each student,
guided by the student's personal career interests and goals; and
Whereas Oregon's public schools do not currently have the
capacity to measure individual student career interests and
goals, nor do public schools have the ability to restructure
without this information; and
Whereas Oregon's workforce development needs can be met only
when Oregon realizes the vision of the Oregon Educational Act for
the 21st Century; now, therefore,
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + (1) The Department of Education shall contract
with a provider to develop an annual statewide survey of public
school students who are in grades 8 through 12 to measure the
students' areas of interest and levels of involvement in career
related learning activities.
(2) During the 2001-2002, 2002-2003, 2003-2004, 2004-2005 and
2005-2006 school years, the department shall make the survey
available to school districts and shall inform school districts
about available career information gathering and planning
processes. A school district may administer the survey to the
students of the district.
(3) The department and each school district shall use the data
collected from the surveys to implement the Certificate of
Advanced Mastery.
(4) Each survey shall obtain data on:
(a) Career area preferences of students based on the broad
career areas of study developed by the department;
(b) Educational goals of students;
(c) Exposure to and participation in career exploration
opportunities by students;
(d) The number of students who work or volunteer;
(e) Career exploration levels among students;
(f) The top careers that interest students; and
(g) Other information, as specified by the department, that
would help students develop education plans. + }
SECTION 2. { + In addition to and not in lieu of any other
appropriation, there is appropriated to the Department of
Education, for the biennium beginning July 1, 2001, out of the
General Fund, the amount of $200,000, which may be expended for
the implementation of student career surveys under section 1 of
this 2001 Act. + }
SECTION 3. { + This 2001 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2001 Act takes effect July 1,
2001. + }
