                             SUMMARY
 
The following summary is not prepared by the sponsors of the

brief statement of the essential features of the measure as
introduced.
 
  Requires applicants for teaching or administrative license to
demonstrate cultural competence. Requires applicants for teaching
license to demonstrate competence in teaching reading skills.
  Declares emergency, effective on passage.
 
                        A BILL FOR AN ACT
Relating to school personnel; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + Sections 2 to 4 of this 2001 Act are added to
and made a part of ORS 342.120 to 342.173. + }
  SECTION 2.  { + (1) The Teacher Standards and Practices
Commission shall require an applicant for a teaching license to
demonstrate:
  (a) Cultural competence; and
  (b) Competence in teaching reading skills.
  (2) The commission shall require an applicant for an
administrative license to demonstrate cultural competence. + }
  SECTION 3.  { + (1) The Teacher Standards and Practices
Commission shall, in consultation with a work group, determine
the cultural competence standards required under section 2 of
this 2001 Act and strategies to assist teachers and
administrators in meeting the standards.
  (2) Members of the work group that provides recommendations to
assist the commission in making its determinations as required in
subsection (1) of this section shall include:
  (a) A representative of the deans of education of state
institutions of higher education listed in ORS 352.002, appointed
by the Chancellor of the State Board of Higher Education;
  (b) A representative of the deans of education of independent
institutions of higher education, appointed by the chairperson of
the Teacher Standards and Practices Commission from a list of
nominees submitted by the independent institutions of higher
education;
  (c) The Superintendent of Public Instruction or the
superintendent's designee;
  (d) A representative of the Commission on Asian Affairs,
appointed by the Commission on Asian Affairs;
  (e) A representative of the Commission on Black Affairs,
appointed by the Commission on Black Affairs;
 
  (f) A representative of the Commission on Hispanic Affairs,
appointed by the Commission on Hispanic Affairs;
  (g) A representative of the Commission on Indian Services,
appointed by the Commission on Indian Services; and
  (h) The chairperson of the State Board of Education, who shall
serve as chairperson of the work group.
  (3) The Teacher Standards and Practices Commission shall
provide staff support to the work group.
  (4) The work group shall complete the recommendations prior to
the first meeting of the Emergency Board after adjournment sine
die of the Seventy-first Legislative Assembly. The work group
shall report to the first meeting of the Emergency Board about
the recommendations. + }
  SECTION 4.  { + Section 2 of this 2001 Act shall first apply to
applicants applying to the Teacher Standards and Practices
Commission for a teaching or administrative license on or
after ______. + }
  SECTION 5.  { + This 2001 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2001 Act takes effect on its
passage. + }
