                      SENATE AMENDMENTS TO
                         SENATE BILL 784

  On page 1 of the printed bill, line 2, after the semicolon
delete the rest of the line and insert 'appropriating money; and
declaring an emergency.'.
  Delete lines 4 through 8 and insert:
  '  { +  SECTION 1. + } (1) It is declared to be the policy and
intent of the Legislative Assembly that racial and ethnic data
collection in a culturally sensitive and appropriate manner is
the responsibility of the Department of Human Services in
coordination with the Oregon Progress Board for the improvement
and enhancement of health outcomes to support the efforts of this
state to eliminate health disparities in Oregon.'.
  In line 11, delete 'Health Divi-'.
  Delete line 12 and insert 'Department of Human Services. The
group shall recommend policies for and advise the Governor about
racial and ethnic health care data collection. The group shall
consist of 19 members, appointed by the Governor'.
  In line 14, delete 'appointed by the Governor'.
  In line 16, delete 'appointed by the Governor' and delete '
and'.
  Delete lines 17 through 25 and insert:
  ' (c) One member from each of the following agencies and
organizations as recommended by the executive authority of the
agency or organization:
  ' (A) The Commission on Asian Affairs;
  ' (B) The Commission on Black Affairs;
  ' (C) The Commission on Hispanic Affairs;
  ' (D) The Commission on Indian Services;
  ' (E) The African American Health Coalition;
  ' (F) The Native American Rehabilitation Association;
  ' (G) The Centro Latino Americano;
  ' (H) The Oregon Community Health Information Network;
  ' (I) The Commission for Women; and
  ' (J) The International Refugee Center of Oregon; and
  ' (d) One member as recommended by the Director of Human
Services from each of the following:
  ' (A) The Oregon Progress Board;
  ' (B) The Health Division of the Department of Human Services;
  ' (C) The Office for Oregon Health Plan Policy and Research;
and
  ' (D) The Office of Medical Assistance Programs.'.
  In line 29, delete 'appointing authority' and insert '
Governor'.
  In line 30, delete 'appointing authority' and insert '
Governor'.
  On page 2, delete lines 7 through 9 and insert:
  ' (7) Members of the group are not entitled to compensation,
but at the discretion of the Director of Human Services may be
reimbursed for actual and necessary travel and other expenses
incurred in the performance of their duties, subject to the
provisions of ORS 292.495.'.
  In line 15, delete 'Health Division of the'.
  In line 34, delete 'appointed by the Governor'.
  In line 35, delete 'appointed by the Gov-'.
  In line 36, delete 'ernor'.
  In line 37, before 'members' insert 'remaining' and delete
'appointed by the Director of Human Services'.
  After line 38, insert:

Department of Human Services, for the biennium beginning July 1,
2001, out of the General Fund, the amount of $___ for the purpose
of carrying out the provisions of sections 1 to 3 of this 2001
