On page 1 of the printed bill, line 2, after 'Health ' insert
'; appropriating money; and declaring an emergency'.
In line 4, after 'created' insert 'in the Department of Human
Services'.
In line 5, after 'to' insert 'promote responsible statewide
advocacy for multicultural health and'.
Delete lines 8 through 23 and insert:
' (1) Support the efforts of the Governor's Racial and Ethnic
Health Task Force and the Multicultural Health Council, and
monitor state agencies and other organizations to ensure that the
agencies and organizations are effectively responding to the
recommendations of the task force and the council;
' (2) Administer grants to community-based projects;
' (3) Provide public education and promote community awareness
of multicultural health issues;
' (4) Using research, policy analysis and model projects,
develop ways to coordinate and improve multicultural health
services;
' (5) Represent concerns of underserved and underrepresented
populations in Oregon on issues of multicultural health to the
Governor, the Legislative Assembly, state agencies and the
broader community;
' (6) Encourage citizen participation in governmental decision
making;
' (7) Provide information for and serve as liaison between
state agency programs and community organizations, service
providers and policymakers;
' (8) Provide the Department of Human Services, health
professional regulatory boards and other health boards, county
health departments, community-based coalitions and other
organizations with technical assistance; and
' (9) Advise the Governor, the Legislative Assembly and the
Director of Human Services on issues related to multicultural
health.'.
On page 2, line 2, after the period insert 'The director may
hire staff to write grants to support outreach projects for
diverse populations in communities throughout Oregon.'.
In line 9, delete '5' and insert '6'.
In line 10, delete 'Director of' and insert 'Governor, the
Legislative Assembly, the Director of Human Services and the
Director of Multicultural Health on issues related to
multicultural health and the health-related concerns of racial,
ethnic, low-income, rural and other underserved communities, and
recommend actions by the Governor, the Department of Human
Services, the Office of Multicultural Health, other governmental
entities and the private sector to address and meet those issues
and needs.'.
Delete line 11.
In line 12, delete 'nine' and insert '19'.
Delete lines 19 through 22 and insert:
' (d) One member shall be the Director of the Department of
Consumer and Business Services or the designee of the director;
' (e) One representative nominated by the executive authority
of each of the following agencies and organizations, appointed by
the Governor:
' (A) Commission on Asian Affairs;
' (B) Commission on Black Affairs;
' (C) Commission on Hispanic Affairs;
' (D) Commission on Indian Services;
' (E) Commission for Women;
' (F) A statewide organization representing hospitals and
health systems;
' (G) A statewide organization representing physicians licensed
to practice in this state;
' (H) Conference of Local Health Officials; and
' (I) Safety net clinics; and
' (f) Four public members with expertise in multicultural
health issues, appointed by the Governor.'.

After line 41, insert:
' (8) The council shall have the authority to study all state
agency programs and budgets that affect multicultural health.
' (9) The council shall promote responsible statewide advocacy
for multicultural health issues and health-related concerns of
racial, ethnic, low-income, rural and other underserved
communities.
' { + SECTION 6. + } { + (1) There is created the Office of
Multicultural Health Account, separate and distinct from the
General Fund. All moneys in the account are continuously
appropriated to the Office of Multicultural Health to implement
and administer sections 1, 2 and 5 of this 2001 Act.
' (2) The account shall consist of:
' (a) Moneys appropriated to the Office of Multicultural Health
by the Legislative Assembly;
' (b) Any gifts and grants received by the office or by the
state for activities under sections 1 to 5 of this 2001 Act; and
' (c) Interest accrued on the account. + }
' { + SECTION 7. + } { + Notwithstanding the term of office
specified by section 5 of this 2001 Act, of the members first
appointed to the Multicultural Health Council:
' (1) Ten members shall serve for a term ending July 1, 2004.
' (2) Nine members shall serve for a term ending July 1,
2005. + }
' { + SECTION 8. + } { + There is appropriated to the Office
of Multicultural Health, for the biennium beginning July 1, 2001,
out of the General Fund, the amount of $500,000 for the purpose
of carrying out sections 1 to 6 of this 2001 Act. + }
' { + SECTION 9. + } { + This 2001 Act being necessary for
the immediate preservation of the public peace, health and
safety, an emergency is declared to exist, and this 2001 Act
takes effect July 1, 2001. + } ' .
