    { - Prohibits refiner from limiting source from which
franchisee may purchase refiner's trademark motor fuel. Prohibits
franchisor from selling or offering to sell motor fuel to
franchisee at price that, at time of sale or offer, exceeds price
that franchisor sells or offers to sell motor fuel at company
operated station. - }  { +  Requires Department of Justice to
study competition in wholesale and retail markets for motor fuel.
Directs department to report to Seventy-second Legislative

                        A BILL FOR AN ACT
Relating to motor fuel franchises.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) As used in this section, 'motor fuel' has
the meaning given that term in ORS 650.200.
  (2) The Department of Justice shall study competition in the
wholesale and retail markets for motor fuel in this state. The
study shall include, but is not limited to, the effects and
potential effects on competition of divorcement, redlining, zone
pricing, open supply and price differentials.
  (3) The department shall submit a report on the study conducted
under subsection (2) of this section to the Seventy-second
Legislative Assembly no later than January 15, 2003. + }
  SECTION 2.  { + Section 1 of this 2001 Act is repealed January
2, 2004. + }
