SUMMARY

Establishes state policy on state telecommunications and
coordination of travel by state employees. Requires Oregon
Department of Administrative Services to adopt rules requiring
state agencies to hold meetings via teleconferencing or
videoconferencing to reduce travel. Requires department to
establish database to coordinate travel by state employees and
adopt rules relating to travel. Limits state agencies'
transportation budgets.
A BILL FOR AN ACT
Relating to state government; creating new provisions; and
amending ORS 283.515.
Be It Enacted by the People of the State of Oregon:
SECTION 1. ORS 283.515 is amended to read:
283.515. { + (1) It is the policy of the State of Oregon:
(a) To encourage state government to use telecommunications
resources, including teleconferencing and videoconferencing,
instead of travel and transportation resources whenever it is
cost effective to do so, unless the health or safety of the
public or state employees is diminished or the effectiveness of
state service is substantially diminished.
(b) To coordinate travel by state employees in state-owned
motor vehicles to reduce travel and transportation costs and
discourage travel by one state employee alone in a state-owned
motor vehicle.
(2) + } The Oregon Department of Administrative Services
annually shall review, in conjunction with each state agency, the
budget of that agency to identify agency funds to be used for
travel and transportation that may be used { + more
effectively + } for telecommunications { + , including
teleconferencing and videoconferencing + }. { - If - } The
department { - determines that - } { + shall determine
whether + } a portion of the agency travel and transportation
funds can be used more effectively through use of
telecommunications, without { + substantially + } diminishing
the
{ - affected agency's existing internal and external
communications, - } { + effectiveness of the agency. + } The
department shall make recommendations to the Emergency Board as
described in ORS 291.326 for such action as the department
determines necessary to dedicate the identified agency travel and
transportation funds for use in telecommunications. The
department shall make its recommendations to the Emergency Board
not later than January 1.
{ + (3) The department shall adopt reasonable rules requiring
a state agency to hold meetings via teleconferencing or
videoconferencing when doing so:
(a) Reduces the travel and transportation costs of the agency;
(b) Does not diminish the health or safety of the public or
state employees; and
(c) Does not substantially diminish the effectiveness of the
agency.
(4) The department shall establish a shared database for
coordinating travel by state employees. The database shall be
designed to allow state employees from any state agency to input
details of a plan to travel more than 50 miles round-trip in a
state-owned motor vehicle and to search for other state employees
with similar plans to travel to a common destination. The
department shall adopt reasonable rules:
(a) To limit travel by a state employee alone in a state-owned
motor vehicle; and
(b) To require state employees who need to travel more than 50
miles round-trip in a state-owned motor vehicle to use the shared
database and to coordinate travel with one or more other state
employees who need to travel to a common destination. + }
SECTION 2. { + (1) As used in this section, 'state agency' has
the meaning given that term in ORS 283.305.
(2) Notwithstanding any other law, each state agency's biennial
budget for travel and transportation may not exceed five percent
of the agency's total budget for the biennium.
(3) Except as provided in subsection (4) of this section, an
agency's travel and transportation budget may not exceed its
budget for telecommunications, including teleconferencing and
videoconferencing.
(4) Subsection (3) of this section does not apply to the Adult
and Family Services Division, Department of Corrections,
Department of State Police, Department of Transportation,
Occupational Safety and Health Division, Oregon National Guard,
Oregon Tourism Commission, State Department of Fish and Wildlife,
State Forestry Department and State Parks and Recreation
