  Appropriates moneys to Conservation Hatchery Improvement
Program.
  Declares emergency, effective July 1, 2001.
 
                        A BILL FOR AN ACT
Relating to fish hatcheries; appropriating money; and declaring
  an emergency.
  Whereas the State of Oregon has a need to understand the
interactions between, and potential impacts of, hatchery reared
salmon on naturally spawning salmon populations; and
  Whereas Oregon's 11 coastal hatcheries were conceived and built
for fishery augmentation purposes decades ago, prior to the
understanding developed through science and technology regarding
the salmonid life cycle; and
  Whereas the State of Oregon should explore the full potential
of using hatchery reared salmon as a tool to recover salmon
populations; and
  Whereas the listing of certain salmonids on the federal
endangered or threatened species list has changed some of the
evolving science needs our hatcheries must meet; and
  Whereas the State of Oregon has a need to advance the science
developed in state hatcheries and adapt to the changing federal
requirements for hatchery funding; now, therefore,
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + In addition to and not in lieu of any other
appropriation, there is appropriated to the State Department of
Fish and Wildlife, for the biennium beginning July 1, 2001, out
of the General Fund, the amount of $1,300,000, which may be
expended for the Conservation Hatchery Improvement Program
developed by the Coastal Salmon Restoration and Production Task
Force and as implemented by the department. + }
  SECTION 2.  { + This 2001 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2001 Act takes effect July 1,
2001. + }
